Launch of Pre-Detention Guidelines by the UHRC and APCF.

Speaking\r\nat the launch of Pre-detention Guidelines by the Uganda Human Rights Commission\r\n(UHRC) and African Policing Civilian Forum in Kampala on Friday August 8, 2014,\r\nHon. Justice David Wangutusi, the Head of the Commercial Court, said no amount\r\nof crime, including terrorism, warrants police to parade suspects before the\r\nmedia since Article 28 of the Constitution presumes every man innocent till\r\nproven guilty or they plead so.

\r\n\r\n

He\r\ncontinued to say that the police have continued to violate the supreme law by\r\nparading suspects as criminals before the media with impunity because the\r\npeople are ignorant of the law.

\r\n\r\n

Reacting\r\nto the Hon. Judge’s concern, Senior Superintendent of Police Mr. James\r\nKusemererwa from the police’s directorate of human rights admitted there were\r\ngaps and loose ends on the part of the force’s public relations officers.
